I had this problem with my Prelude. After searching around I found out it was the main-relay.

There prone in Honda's to have shitty-ness.

They brake, you can resoilder the relay for the joints to get better and then it'll work. Sometimes you need to replace it.

I got a new one at Honda Genuine parts for 110 bucks.

It'll be located right next to your in cabin fuse box, aka near under the steering wheel. Just take the bottom panel of the dash under your steering wheel, up near the fuses to the right you'll see a box, either brown or black. With "Relay" and "Mitsuba" writtin on it. Unclip this and take it to a Honda parts and ask for a new one. Or open it up and resoilder all the joints. I had to get a new one because mine was rusted for some reason.

After this you won't have any problems.

By the way the Main Relay sends the signal out to the EFI, Fuel Pump and the coil I believe to start the engine. Common problem, easy to fix.
