Trailing arm Bush question

Hey guys
i got Nolothane rear trailing arm bushes fitted a few days ago in my ITR
after i got the car i could feel the difference...i have'nt Alligned the car yet due lowering the car soon.
today i felt the car rocking all ova the place . when i took a look under the car i noticed that the washer on the outside of the bush i very tight against the bush..looks like almost penetrating the bush and its buldging on the other side.. On the inside the washer is loose and u can spin it.
this is the case on both left and right sides...is this normal or was it not fitted properly.....thx in advance guys

not fitted properly

theyve either been pushed in too far, or not enough

my ef has done that to iv got d2 adjusties in it and it used to be 4wd which it now has alot of chamber on the rear.iv just welded the washers to the rods that goes through the bush.
