Even with the correct tyre up/down sizing they are never a perfect match anyway. Pretty much going up always gives you a bigger overall diameter.

Whats with the pic? I dont get it...

like MarkE says, you dont need keeper springs. You just need to urathane your coil to the bottom locking ring. Thats considered captive from a WOF or cert point of view.
