the s/c might be spinning faster but the motor needs more air,
The intake charge becomes faster than the s/c, so a loss of pressure (boost) is experienced.

volvo penta have the answer with one of their Diesel engines. It is both!!!
The s/c is clutched so that it cuts out at about 2500 rpm, just as the turbo is producing boost. The reason the s/c is clutched is so it doesn't steel power or torque from the engine.
Again the reason that they do both is that the s/c cannot create enough pressure after 'x' rpm because the engine sucks so much more. The reason that I use the diesel as an example is that air pressure is more important here to create power.

all I can say is that if you want a turbo you should just buy an evo like everyone else, at least you wont lose loads of money on it when you come to sell it (and its not as if a b16a running say a 6psi turbo is going to eat a modified evo, is it). Go the super chargers I say, my uncle brought a TRD supercharger for 6k that boosted his mitsi. quad cam 3.5L v6 to 600 horsepower.

just got this off an aussie site that specialise in the instalation of both.

"At this point in time, supercharging does not offer the performance, durability or economy of turbocharging in 4WD applications. Fuel economy, engine power and engine torque etc. are all superior with modern turbochargers / intercoolers. Just as importantly, intercooled turbo systems offer significantly higher consistency of engine performance than supercharging "
