If you cant do it legally, dont do it. I know at your age the cops are $^$&#^@(&* and they dont know anything and the world revolves around you etc etc.
BUT the vast majority of laws exist for safety, yours and ours. If you make it to my age driviing round on uncaptive springs you may just realise this. Take our advice and be wise beyond your years :-)
